Depositing of the instrument of accession to the Marrakesh Treaty

On February 8, 2018 during the meeting with Director General of the World Intellectual Property Organization Mr.Francis Gurry Deputy Permanent Representative Mr.Nikita Zhukov deposited the instrument of accession
to Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled.

The Russian Federation actively participates in WIPO's activities
on international legal regulation of copyright and related rights protection,
in particular, in the Beijing Treaty on Audiovisual Performances, and beginning
on May 9, 2018 will become the 34th State-Party to the Marrakesh Treaty.

Russia's accession to this international treaty will insure access to printed materials, notations and illustrations, as well as audiobooks not only for persons who are blind and visually impaired, but also for those who have a perceptual
or reading disability or through physical disability are unable to hold or manipulate a book. A number of established limitations and exceptions to copyright allow,
in particular, the translation of works into a format accessible to the blind; their distribution, including online, as well as a cross-border exchange of works
in accessible formats without the consent of the author and without remuneration to him.

Russia's accession to the Marrakesh Treaty will improve access to books, journals, educational materials for the blind and for visually impaired persons, will provide them with equal access to the cultural and social life of the society, will allow the international exchange of copies of works created in accessible formats.
