The Russian delegation would like to emphasize that the interim budget is to be approved for only one year on an exceptional basis due to the extraordinary circumstances of the COVID-19 pandemic. We call for providing comprehensive financial information when considering the draft programme of work and budget of the BRS for 2022-2023 which is to be considered in June 2022 during the face-to-face COPs session. The Russian delegation has no objection to the adoption of the proposed programme of work and budget for 2022, as well the supplementary budget for 2022, to finance the activities carried over from 2020-2021 from savings. Furthermore, all subsequent budgets should, as before, be approved for the biennium during the face-to-face COPs session in order to ensure transparency of the budgetary process and planning efficiency.

The Russian Foreign Ministry closely monitors the human rights situation around the world, including in Western countries. The post of MFA Commissioner for Human Rights, Democracy and the Rule of Law was created exactly for this reason. Within his mandate the Commissioner presents on a regular basis thematic reports drawing attention to the increasing number of human rights violations in countries around the world. The most recent report was released just yesterday. Despite the legal mechanisms created and functioning within the framework of the UN, the OSCE and the Council of Europe that deny, condemn and do not allow the glorification of Nazism, racism, xenophobia and related intolerance, in a number of countries we are witnessing widespread dissemination of racist ideas and values. We see a growing number of xenophobic and racist manifestations, outbursts of aggressive nationalism, chauvinism, and other forms of racial and religious intolerance in countries on both sides of the Atlantic. The authorities of these countries justify their inaction with regard to manifestations of intolerance by hypocritical references to the allegedly absolute nature of the right to freedom of expression. In addition, the authorities of some states are beginning to use these manifestations as a pretext for cracking down on legitimate political opponents.

Our world today is facing many challenges. The negative impact of the coronavirus pandemic on the global socio-economic landscape is aggravated by political factors such as the rise in confrontation, centrifugal trends in multilateral trade, the abuse of protectionist measures, the use of illegitimate unilateral restrictions. There is an escalation of various contradictions between states, which may have the most serious consequences for the world economy. We are witnessing the fragmentation and destruction of well-established cross-border cooperation chains. The well-being of people is being damaged, the prospects for global economic growth are being undermined, and therefore the opportunities for effective implementation of the development goals, including those of the 2030 Agenda for Sustainable Development (Agenda 2030), are being put at risk. The choice of the UNCTAD as a platform for discussing these pressing issues seems to be warranted. Such an event is particularly relevant in the context of the preparations for the forthcoming 15th UNCTAD Ministerial Conference, one of the most important objectives of which, in our view, is to forge a broad unifying global agenda on trade and development for the near future.

It saw a growing destructive trend toward the collapse of the existing international arms control, disarmament and non-proliferation regimes, an increasing tension and lack of trust between UN Member States. Unfortunately, the United States continued taking steps to substitute some global "rules-based order" imposed by Washington for international law and the central role of the United Nations. After withdrawing from the JCPOA in 2018 and dismantling the INF Treaty in 2019, the United States decided, in 2020, to withdraw from the Treaty on Open Skies, thereby undermining international security.

During these days the entire world remembers and pays tribute to the victims of the Holocaust. 76 years ago, at a tragic cost the Red Army liberated Auschwitz, Nazism's most horrific extermination camp. Humanity finally realized the horrendous nature of the Nazi regime and of its crimes committed under the pretext of racial superiority. The Holocaust has become one of the most tragic pages in the history of mankind. Today we mourn the millions who were tortured, humiliated and brutally killed, who experienced the horrors of concentration camps and ghettos. Jews were the main victim of Nazi hatred. But we must remember that the Nazis intended the same fate for many other peoples, including Russians, Belarusians, Ukrainians and other nations of the Soviet Union, as well as Poles, Czechs, Slovaks, Roma and Sinti.

Mr Chairman, Outer space is the common heritage of humankind. In this regard the objective for the world community is to ensure the exploration and use of outer space for peaceful purposes, for the benefit and in the interest of all countries. Guided by that very understanding as of back to 1978, the first UNGA Special session on disarmament determined the prevention of an arms race in outer space (PAROS) and the launch of relevant negotiations in accordance with a spirit of the 1967 Outer Space Treaty as one of the key disarmament measures. The said objectives have been annually reaffirmed by the UNGA resolution on PAROS permanently supported and co-sponsored by the Russian Federation.

This year, the international community pays tribute to two historic anniversaries: the 75th anniversary of the end of the World War II and founding of the United Nations. The importance of these two forever interlinked events cannot be overestimated. In 1945, Nazism was defeated, the ideology of aggression and hatred was crushed, and the spirit of alliance helped create the post-war world order. It was built on the ultimate foundation of the UN Charter that remains the main source of international law to the present day.

On January 27, 1945 Soviet soldiers liberated the prisoners of Auschwitz concentration camp. By decision of the United Nations this day has become an eternal reminder of the atrocities committed by the Nazis and their heinous crimes that cannot be justified or forgiven. This day has embodied our common memory and grief. According to the documents of the Nuremberg Tribunal, the Nazi machine of extermination killed 6 million Jews. Among them were hundreds of thousands of Soviet citizens. 3 million Soviet prisoners of war perished in extermination camps. Today we pay tribute to the courage of those who survived the horrors of violence and humiliating forced labor, those who remained unbroken.
