Mr. Chairman, Colleagues,
Being among of the most active Parties to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects (CCW) Russia stands for further strengthening of its regime, above all, via universalization of the Convention and its Protocols as well as full implementation of their provisions.

The military and political situation in the world continues to deteriorate. We are particularly concerned by the developments in Europe. The official anti-Russian policy of the North Atlantic Alliance "erodes" the original foundation on which European security regimes and instruments were built and functioned.
Thousands of NATO military appear on a so-called "continuous rotational basis" where they have never been – near Russia's borders.

Russia's new initiatives on nuclear missile arms control

On October, President of the Russian Federation Vladimir Putin held a meeting on New START Treaty with permanent members of the Security Council of Russia.
Vladimir Putin: It would be extremely sad, if this Treaty ceased to exist and was not replaced by another fundamental document of this kind. During all the previous years, the New START worked and worked properly, performing its fundamental role as a constraint curtailing the arms race and a tool of arms control. It is clear that we have new weapons systems that the American side lacks, at least for the time being. But we are not refusing to discuss this aspect of the matter as well.

We wish you success in organizing the work of the current difficult in every respect session of the UN GA First Committee when we all have to work in extraordinary circumstances of the COVID-19 pandemic and related unprecedented restrictions on the activities of the delegations at the UN Headquarters.

Statement by President of Russia Vladimir Putin on Russia’s proposal to convene meeting of heads of state of UN Security Council permanent members with participation of heads of Germany and Iran

Debates around the Iranian issue within the UN Security Council are becoming increasingly strained. Tensions are running high. Iran faces groundless accusations. Resolutions are being drafted with a view to dismantling decisions that had been unanimously adopted by the Security Council.
Russia maintains its unwavering commitment to the Joint Comprehensive Plan of Action (JCPOA) on Iran’s nuclear programme. Its approval in 2015 was a landmark political and diplomatic achievement that helped fend off the threat of an armed conflict and reinforced nuclear non-proliferation.
In 2019, Russia presented an updated version of its Collective Security Concept for the Persian Gulf Region, outlining concrete and effective paths to unravelling the tangle of concerns in this region. We strongly believe that these problems can be overcome if we treat each other’s positions with due attention and responsibility, while acting respectfully and in a collective spirit.

Comment by the Information and Press Department on the United States’ report on Adherence to and Compliance with Arms Control, Nonproliferation and Disarmament Agreements and Commitments (ACNPD)

We have taken notice of the distortion of facts and open falsifications in the annual report of the US Department of State to Congress, Adherence to and Compliance with Arms Control, Nonproliferation, and Disarmament Agreements and Commitments (ACNPD). As in many previous years, Washington is trying to create an impression of responsibility regarding its compliance with the related treaties and agreements. But it is common knowledge that the US administration has actually entered a path of dismantling the international legal framework of the ACNPD, a policy that is undermining global security.

Mr. President,
Distinguished colleagues,
I would like to begin with expressing gratitude to the UNOG, the CD Secretariat, Ambassadors Sally Mansfield and Robert Müller as well as the entire P6 for their efforts that have allowed us to gather again here at Palais des Nations and resume our plenary meetings.
Ambassador Gennady Gatilov, Permanent Representative of the Russian Federation to the UNOG, conveys his congratulations upon the resumption of the CD activity. He hopes that we will be able to discuss the agenda issues that are crucial for the international security in a constructive and understanding atmosphere.
Now let me touch upon the subject of today session which, in my delegation's opinion, is extremely important for a better understanding of the current situation in arms control, disarmament and non-proliferation as well as for determining the direction we all should be moving in.

Distinguished Mr. Chairman,
Distinguished colleagues,
We all see that the current situation in the field of international security, arms control, disarmament and non-proliferation is characterized by increasing tension and unpredictability, escalation of previous threats and challenges and the emergence of new ones, as well as strengthening of military and political factors that undermine global strategic stability. Therefore, we all urgently need a positive and unifying agenda right now.
In this regard, the Russian Federation introduced the draft resolution “Strengthening and development of the system of arms control, disarmament and non-proliferation agreements” to the 74th session of the UNGA. Our document is aimed at consolidating world community around the need to maintain and improve the existing architecture of arms control, disarmament and non-proliferation. The UN Member States were also encouraged to ensure full and strict implementation of the existing agreements in this field, and to maintain their integrity. This, in turn, would improve the credibility and effectiveness of the system of arms control, disarmament and non-proliferation, contribute to maintain a climate of trust, which is an essential prerequisite to achieve new agreements.

Last year a major step was made towards the creation of a peaceful, secure and equitable world order in the digital sphere.
First, at the initiative of the Russian Federation the United Nations General Assembly adopted by an overwhelming majority resolution 73/27 entitled "Developments in the field of information and telecommunications in the context of international security" with an initial list of rules of responsible behaviour of States in the information space. A total of 120 States voted in favour of its adoption. More than 30 countries have become its co-sponsors at their initiative.

Ladies and gentlemen,
The military and political situation in the world continues to deteriorate. We are particularly concerned about what is happening in Europe in this regard. The official anti-Russian politics of the North Atlantic Alliance "erodes" the original foundation on which European regimes and security instruments were built and functioned.
Indeed, thousands of NATO servicemen appear on a so-called "continuous rotational basis" where they have never been - near the Russian borders. The logistical capabilities of European countries are being rebuilt to accommodate even larger deployments. The scale and intensity of exercises with clearly provocative scenarios, including those involving the use of nuclear weapons, have increased. The expansion of the bloc in the Balkans continues. Once militarily stable regions of Northern Europe and the Baltic States are increasingly resembling frontline zones. NATO's military activity in the Black Sea region is expanding. New joint (multi-service) forces have been growing in number to project power.
